I shared a Fabric Lakehouse with an external consumer. It worked fine when the consumer had a trial Fabric license. They've since changed to an F2 capacity license and it's not working now. The share can be accepted but the lakehouse tables have a Forbidden error in the consumer lakehouse. User is not authorized to perform the current operation for workspace '' and artifact ''.
The documenation for Lakehouse External Share says you need an F or P SKU but it doesn't say what the mininum requried. Should it work with F2? F64 is way too expensive for a customer to be able to consume a shared Lakehouse if that's required.

Yeah, you’ve run into kind of a confusing spot here. Right now, the F2 capacity license unfortunately doesn’t provide enough permissions for consumers to access shared Lakehouse data externally. The documentation does mention F or P SKUs, but it’s not super clear about the minimum – in reality, F2 is just too limited for this scenario. That’s why it worked with the trial (which is closer to higher SKUs) but broke after switching to F2.
The “Forbidden” error is pretty much the sign that the consumer’s license doesn’t meet the requirements. F64 or a P SKU is what’s officially supported for these external sharing features. I totally get that F64 is pricey if you only need this for a small use case, but as of now, there’s no way around this with just F2.
Also, as mentioned above, enabling the data access roles preview can impact sharing as well, so that’s another thing to keep in mind. But in your case, the license is the blocker.
Wish I had a better workaround but this is a current limitation on the platform side. Always good to keep an eye out for updates to Fabric licensing, though – Microsoft does tweak these things from time to time.
