Want to implement Row Level Security without Roles using List<EffectiveIdentity>

I use this RowLevelSecurity in my .net core application to embed Power BI report.
I want to get rid of Roles, because roles are dynamic, i could be any role. I will just pass the TenantId, and want the report to work.

Any suggestions or advice on this ?
