This looks like a custom visual. If you go to the Office store, you will find 4 or 5 custom visuals that allow content in the center. Here are a few I found with a quick look:

To search for custom visuals, from Power BI service, select the ellipses in the Visualization pane and choose "Get more visuals".
You can also search appsource.microsoft.com.
