As official article description, the API is available only for managed code over the .NET framework.
As a user, you can choose whether to manage tabular databases through the TOM library from your C# program or PowerShell script, or through TMSL script executed through PowerShell, SQL Server Management Studio (SSMS), or a SQL Server Agent Job.

Ok but let me understand the difference:
What is the difference by "As a user" (for PowerShell for example) and " available only for managed code over the .NET framework."
So i can use or not?
