I got the content pack, made a copy, starting editing it, adding my own filters. Then I tried to save it and it gave me an error:
Unable to save converted report. Some visuals on this report are not currently supported. Please delete them before saving.
I just made this content pack from a report that I uploaded today. I don't understand.

Okay. After several tries, the problem is with custom visuals. You have to import the custom visual in again. This is unacceptable, but there is no other way around it.
When you edit the report, you will notice that your custom visuals are not there. When all of them are imported, then you can save the report.
This, in my humble opinion, makes Content Packs useless.
It's now 7 years later and this issue is occurring. I went into a report in PBI service, made SEVERAL changes and now it will not let me save because of "custom visuals". I deleted all of the "custom visuals". But, that doesn't work. I tried to import the visual by "Get more visuals", but the Chiclet visual WILL NOT appear. This is absurd.

There's actually a fix for this being deployed this week. I'd retry towards EOW or early next week to verify this works.
Also, a workaround: create the content pack with at least one dashboard - this is a temporary workaround AFAIK.
