We want to understand how the integration of powerbi embedded capacity works in powerbi service.
I have a powerbi embedded capacity which I am using it over a app workspace then do we need to keep the embedded capacity in started in order to upload or view report.
how does the embedded cacpity works in this case.
Can we still view the reports if the capacity over the workpsace collection is in off state??

1. How does the embedded cacpity works in this case.
Power BI embedded capacity provides more resources comparing to Power BI Service, which means we can generate more tokens, etc. We still manage the embedded capacity in the Power BI Service. Please refer to #what-is-capacity.
2. I think we still can access the reports if we have enough resource. There could be two considerations.
2.1 pause-start#pause-your-capacity
>>>Pausing a capacity may prevent content from being available within Power BI. Make sure to unassign workspaces from your capacity before pausing to prevent interruption.
2.2 Still have resources. Please refer to embed-sample-for-customers#move-to-production.
