I am facing this while refreshing changing dataabase url each time iam facing this issue and My data refresh stuck on evaluating. any leads?

The following thread is the one which has the similar problem as yours, they have been resolved by reverting the version of Power BI Desktop to August version.

Download all the previous versions of Power BI Desktop -
Previous monthly updates to Power BI Desktop and the Power BI service - Power BI | Microsoft Learn
I restored to the Aug 2024 version and was able to refresh the reports
If the above one can't solve your problem, could you please check and provide the following info for the further troubleshooting?
1. Check and verify the database URL is correctly configured: Go to 'File' > 'Options and settings' > 'Data source settings'
2. Did you apply any query paramter on the database URL? Because you refer the changing database URL...
3. Could you please provide the applied codes in your Advanced Editor? Is there any error in every applied step?

If you scroll through the first error screen can you identify the query that causes the issue?
