Hi All, hope this question finds you well.
I have a question regarding how to refresh semantic model with the following roles.
Person A: creator of a PBI Dashboard
Person B: publisher of a PBI Dashboard
Person C: key person to refresh an Excel semantic model that querying from SQL Server. Only person C has access to the database.
Case:
Since Person A does not have a paid PBI license, Person A asks the Person B to publish the dashboard. The main question is how to make sure that the Excel be refreshed daily, given that only person C can execute the query, and so later the dashboard can show the latest visual?
Kindly need your help, I am stuck in this data process. Thank you in advance!

As far as I know, Person A can't create a dashboard without a license, because to create a report or dashboard in the app workspace, you need a Pro or PPU license.
Is Person A creating a dashboard in My workspace?
What does “publish dashboard” mean, and what kind of access does Person B have to the dashboard? You might consider letting Person B create and publish the dashboard.
If Person C has access to the data source, you can also consider letting Person C create and publish the dashboard directly, and configure a scheduled refresh for the report, so that it automatically refreshes at a specified time to get the latest view.

Step :- 1
As per the condition below Action for Person A: creator of a PBI Dashboard
1. We need to Add a Updated Date column in the sheet
2. Need to add Card Visula to show the Last date Refresh based on the Updated Date
3. We need to add the Updated date column in the Detailed view visualization.
Step :- 2
Person C: key person
1. Person C will schedule the Data Model Refresh on the PowerBI Service as per requirement .
