We are attempting to begin using the new version of Power BI embedded versus the old consumption base platform on Azure. We found many articles on how to register your app and so forth, but It appears that this is still not available until the next release in July. Just trying to clarify if developers can use and begin testing and using this new platform or do we need to wait until final release in July?

The new version of Power BI Embedded(namely Embedding with non-Power BI users) is already for developers. You could register an app and then reference this demo. Do note that RLS is not available for the new embedded model and will come in next quarter releases.
