Are you excute the Powershell commands New-PowerBIReport xxx in this official documentation? According to the error message, it seems that there is no related pbix file under the directory: C:\Users\cbonier\Documents\. Please check if it exist the pbix file named "REPORT FINANCE DEV.pbix" under the directory "C:\Users\cbonier\Documents\". If the file exist exactly, please try to rename the pbix file without spaces(for example:REPORTFINANCEDEV.pbix) and later check if it can execute the command successfully....
New-PowerBIReport -Path '.\report.pbix' -Name 'Report' -Workspace ( Get-PowerBIWorkspace -Name 'Team Workspace' )

I have tried to do what you advised but it still doesn't work.
What I didn't specify is that I run the script via Azure DevOps
