Line Graph Visual

I need to add another line onto my graph to showcase budget numbers. It wont let me put the Budget field in the secondary y- axis. Whats the best to go about this?

You can either have a legend or two Y axes, but not both at the same time. Create measures for each year and add them to the primary Y axis, then you can add the budget to the secondiary Y axis.
