I think you want to distinct count the [DOCID] column based on the filters as above. I suggest you to try code as below to create a measure.
Distinct Count DOCID =
CALCULATE (
DISTINCTCOUNT ( 'TableName'[DOCID] ),
FILTER (
'TableName',
'TableName'[Div_Routes] = 1
