Error message on Azure

I'm trying to create a Power BI Embedded resource on Azure. I'm logged in with the account which has a Power BI Pro account attached but I get this error message: "The default location can't be detected because the tenant or user wasn't recognized by Power BI. Sign up for Power BI and try again."
