Error Trying to Create Workspace Power BI embedded

I'm trying to create a workspace for power BI embedded. Do you know why I would get the error below?

   There was a problem creating your workspace. Please try again.

I resolved this by requesting to become an Azure AD from within my company. Once I became an Azure Admin, I could continue and create the workspace for testing.
