I need the following DAX ,
Divide first column value to next column second row value
current dax i am using
which is not producing the required result.
any help highly appreciated

actyually these both are measures.
[Receivables Balance -23M][Receivables Balance -24M]
Determine from the column [Receiable Balance] as below DAX
[Receivables Balance -23M] = CALCULATE ([Receivables Balance], DATEADD('Date'[Date], -23, MONTH))
[Receivables Balance -24M] = CALCULATE ([Receivables Balance], DATEADD('Date'[Date], -24, MONTH))

I think there should be a date column or an index column in your data model to determine the order of the values.
If there isn't, I suggest you to add an index in Power Query Editor.
Percentage =
VAR _PREVIOUS23 = CALCULATE(SUM('Table'[Receivables Balance -23M]),FILTER(ALL('Table'),'Table'[Index] = EARLIER('Table'[Index]) - 1))
RETURN
DIVIDE(_PREVIOUS23,[Receivables Balance -24M])
