Create personal custom visual

I want to create a custom visual for my personal use because what is in the market does not do what I need.

Does the visual has to be cerfified by Microsoft in order for me to use it in my reports?

My use case is>  I need a visual that allows user to input a list of items separated by comma and search these items in a field of the dataset, and return the items input and not exist in the dataset.

for example>

Items input in search box         Items in dataset

A001,B002, C001                       A001,C001

Return items not in dataset

B002 no exist in dataset

Any suggetion?
