Cannot Login to Register App for API

I am trying to register an App so I can access the Power BI API. Following various instructions I am going here Onboarding Embed Tool (powerbi.com) and see the below page

When I click on Sign In I am redirected here Power BI Developer Center | Microsoft Power BI

I sign in and am taken to the Power BI home page (below) and there is no option to register the App.

When I return to the app registration screen (1st screenshot) I am still logged out.

I have a power bi pro account and am registered under my own organisation. Is there something I am missing?

Does your organization use Entra ID?

Yes. I have set up Entra ID. My organisation is just me though.
