Is it possible to do Matrix like this, with two lvl headers, 1st lvl must be dinamic depending on selected year and month

It is impossible to default matrix to customize headers as you wanted, measure expressions can be dynamically change based on the current selections.
I'd like to suggest you create a matrix with the group and all measure expressions, then you can create some measures to show the selected ranges and use them on card visual to and combine with the matrix as custom headers.
