ArcGis Map - multiple point layers

Hello all, 

 

Can I have 2 point layers in the same map?

No, that's not what I want. 

 

I want a map that contains two differents points layers for the same place. For example, a map like this:

Hi @CA_00,

Yes, current the default ArcGIS map is not suitable this scenario, please take a look at the following link about the multiple reference layout of ArcGIS map if helps:

HI @CA_00,

Did you mean to use the original visual layout and reference layout at the same time? If that is the case, it is possible. Please take a look at the following document to know how to add a reference layout to the ArcGIS map.
