Yes, current the default ArcGIS map is not suitable this scenario, please take a look at the following link about the multiple reference layout of ArcGIS map if helps:

Did you mean to use the original visual layout and reference layout at the same time? If that is the case, it is possible. Please take a look at the following document to know how to add a reference layout to the ArcGIS map.
