visualization question

Visualization question - pretty new at this

I want to create a visualization that combines a single element bar chart, and a stacked bar chart together for projects that i am working on.

The idea is to compare budget to spending performance, where spent to date+committed+forecast =the actual spend at the end of the project.  Is it possible to combine clustered bars and stacked bars in this way?

Having said that, please note that these visuals do not support (at the moment):

1. native tooltips provided by Power BI.

2. Selection on visual.
