I Have this Data, and I Know that each employee should complete (100) hours per full month
I need to get the sum of Target Hours for each employee when selecting Months from slicer
-Notice that there is some employees started after the first day in Month

Based on the data you provided, the number of days * 24 equals the total number of hours, and using the slicer, you can filter.

Create a date table linked to the start date and use the month field as the slicer and a simple SUM of the hours.
