In Power Query, Select the number column and select "Split Column" By Positions and enter 3 as number of characters. This will split the number into three columns. Then create custom column and enter formula "Number.ToText([Column1])&"-"&Number.ToText([Column2])&"-"&Number.ToText([Column3]). This will give you your desired result 123-456-789.
