scatter plot

I have looked into python matplotlib - but seem to do graphs.

 What i am looking  to achieve is getting the pass network connecting each one to form a network or show more information display onto the individual plot. 

 

I have also tested  python, R  also have the same problem because i cannot show more complex graph and only able to make basic graph with these code within PowerBI.

One of the simpler ways to implement this is to create a dynamic SVG from your data and then display that in an image or HTML viewer.
