In Dax, you'd have to create a calculated column along the lines of:
Column =
var _FirstColon = FIND(UNICHAR(34),'Table'[Column1],1)
var _Len = LEN('Table'[Column1])-2
return
MID('Table'[Column1], _FirstColon+1,_Len)
In the power query editor, you could just do a find and replace.
