We have reports that have already been created. These reports have multiple filters. If I do not filter on any of the data on the reports when I create the dashboard with graphs from multiple reports, am I able to do any/all of the following from the dashboard:
1) use filters to update dashboard graphs
2) refresh data for all pinned graphs within the dashboard
I am trying to create a "Master" dashboard which then others can further customize by filtering.
Any assistance you can provide would be fantastic!

On Power BI Service, you can't do any filtering or slicing within Dashboard. And you can only refresh tiles in dashboard, it doesn't refresh the underlying dataset.
I suggest you create a content pack and share it to other users. They can filter/slice the data within report. And the copy of dataset will inherit the refresh schedule of source dataset.
