Microsoft provides a warning when we publish dashboard in PBI.
When you use Publish to web, anyone on the Internet can view your published report or visual. Viewing requires no authentication. It includes viewing detail-level data that your reports aggregate. Before publishing a report, make sure it's okay for you to share the data and visualizations publicly. Don't publish confidential or proprietary information. If in doubt, check your organization's policies before publishing.
Question:
How can we publish dashboards on our site that uses usernames and passwords to access anyways without it being shared publicly as the data is confidential.

'Publish to web' is a non securely sharing feature, it will move your content to a 'public' range, and everyone who knows the share link can be viewed without any other authorization.

If you want to share your content with basic security, please use the common share feature which requires a pro license, or put them in a group workspace so that all the members can be view these contents.
