Due to lack of accurate data, you can try a formula like this. The visual could be "line and stacked column chart".
MonthlyCount = COUNT ( Sales[Quantity] )
Comparision =
VAR pID_last_month =
CALCULATE ( COUNT ( Sales[Quantity] ), PREVIOUSMONTH ( 'Date'[Date] ) )
RETURN
DIVIDE ( pID_last_month, COUNT ( Sales[Quantity] ), 0 )
