paginated report page break- matrix vs tabular

I am trying to create a paginated report  for the first time but cant get grouping to work, - i wanted my reprot output broken down by say Product Type or Product ID but i cant  get tje grouping to work when i try to setup the group i get an error messagelike this - i am not sure whether i need a matrix report or tabular but i have tried each and i keep getting same error. anyone have a suggestions on the workaround? I get this error when i try to group by A

If the above one can't help you get the desired result, please provide some fake data (exclude sensitive data) with Text format and your expected result with backend logic and special examples. It is better if you can share a simplified rdl file. Basically i am trying to create overlayed report, the below is a sample created from crystal reprots and customer wants me to recreate the same in Power BI report builder.what  i have circled are the columns and the column row values. Is there a way to create something similar in power BI report builder if so how can i go about it?

can create sample files using excel and  share them on google drive? since i am not super user i cant upload stuff here

You can paste the data with Text format and some screenshots to describe the requirement and backend logic etc directly in your reply. And before sharing the data, screenshot or file, please exclude the senstive data in your file. And grant the proper acess to the file. Thank you.

thats a screenshot of a sample data and the output is to get the a paginated report that shows  the four columns overlayed like this screenshot- the screenshot here is from a crystal report - so basicall customer wants this crystal report recreated in a paginated report.

the step and status are columns  which should also be inlcuded overlayed in a second row as shown by the screenshot
