I have 2 tables;
table 1 has a unique reference and 2 dates.
table 2 is a date reference table.
I need to create a measure that will flag a week commencing from the reference table if it is between those 2 dates.
Hoping this sample makes it easier to understand.

You can create measure like DAX below.
Count Reference = CALCULATE(COUNT(Table1[Reference]),FILTER(Table1,Table1[Milestone1]<=MAX(Table2[Date])&&Table1[Milestone2]>=MIN(Table2[Date])))
Then choose Clustered column chart visual to display the result.
