The Matrix visual in power bi will give you the ability to split measures based on dimension values in rows and columns. In this example you have a categorisation in rows and a date in columns. This is easy to implement, the parts which do not fit easily into the matrix are the additional column for status. This would have to be calculated as a measure which could be added to Values in the Matrix but would appear for every cell in the matrix

To condense two into one, You could try using the status flag as a conditional format on the matrix to indicate whether the value has changed month on month, (or use the KPIs when they are released in Power BI soon) this would give a good visual indicator of the status on each cell in the matrix.
