can someone please exaplain to me what is the "Lock aspect" function in formatting?

It locks the proportions of an element - so if you resize - it will keep the same proportions.
Create a Chart - Turn "Lock Aspect" on - and then resize with the mouse - and you'll see it keeps the proportions the same.
Think of a 16:9 TV - whether is 42" or 65" - its proportions are 16:9

This should also work when manually entering either a height or width.
I dont see any difference when selecting it or not.

You will see the difference if you turn Lock Aspect ON and then resize your visual (element) using the "handles" (I don't know propper term for it in English) in the corner of selected visual. Then try it with Lock Aspect OFF.
