how to plot 1 datapoint versus the rest in a scatter plot?

Our datamodel is a retail-like enviroment with multiple locations. 

we made multiple measures and have the location set-up as a dimension.

 

We want to make a report on location level (page level filter or drillthrough filter).

One off the visuals should show a measure in a scatterplot where we see all the locations (in grey) with the filtered club in a different constrasting color. This will really help to see how the performance of the specific location relates to the wider group.

Can you use some sample data to elaborate the requirement which you want according "

To create a Drill through filter based on the Location level, you can drag Location filed to Drill through filters pane. For detail information, see: Use drillthrough in Power BI Desktop. Regarding scatter chart, you can go through this article firstly.
