You can create a calculated column as below in the table "Tab_calls":
Column =
VAR _target =
CALCULATE ( MIN ( 'Tab_Targets'[TARGET] ), 'Tab_Targets'[METRIC] = "AHT" )
RETURN
'Tab_calls'[CALLS] * _target
If the above one can't help you get the desired result, please provide some sample data in your tables (exclude sensitive data) with Text format and your expected result with backend logic and special examples. without more information of the data I think you should look into using the LOOKUPVALUE function to create a new column with the targets in it. That is assuming that there is a relationship between the tables? From there on, it is a matter of creater either a measure or another column with multiplication.
