Yes you can. In Power BI it's known as Row Level Security or (RLS).

on lable chart values and auto tooltip
the format group options dosn't have this options
you can change data type
it's work well on report server ( much better )
to solve this problem
i tried to define measure with format
Measure = FORMAT(SUM( 'pb fact_sales_header'[table_price]),"#,##0")
but you can't use it on chart value

Please make sure you format your measure (or column using the formatting tab highlighted here with the top arrow.
As you see I have both a pie chart and bar chart showing lables using the comma for the thousand separator.

it's for user branchs
