do not see conditional color options in june 2019 version for maps

Good afternoon,

I am trying to create maps with conditional coloring based on a third value- tier and do not have any advanced color options for any maps and charts even though it is June 2019 desktop version.  Here is a screen shot, please advise.

I took out the legend and still there was no option for conditional colors. I am using zip data and categorized it as zips in the filled map. I can send you my file if you need.

You don't get the option of conditional formatting when you have something in the legend field
