You can try the following methods.
Measure:
Measure =
IF (
SELECTEDVALUE ( 'Table'[Change] ) <= -0.05,
"Red",
IF ( SELECTEDVALUE ( 'Table'[Change] ) >= 0.05, "Green", "Yellow" )
)
Apply Measure to the background color of the percentage as shown in the figure.
