There are two bugs on this popup:
The entry box for 'what field should we base this on?' is not selectable for copying. This means that, if you have a measure longer than the box window you can't tell its full name. This is problematical when measures are named using logical parts. Also I can't copy it out of there into Tabular Editor 3 for review.
Secondly when I enter Max/Min + Number in the icon rows and click OK, and then go back into it, it has changed it to 0/100 Percent values. You can see that below.
In this example my values are Gap values (differences between two counts), with numbers typically ranging from -100 to +100.

I raised a ticket and had a couple of meetings with some MindTree (MS devs) employees. Broadly, after quite a long process, this is the outcome:
"submitted your feedback to the new idea forum for visibility to the product team, who will review it for future updates."
So there you are. Small bug. Now in the bowels of the bug queue somewhere in the dev cycle! lol....

If that doesn't work, then going to Power BI Service > Help
And there you create a ticket. Mark it as a bug, issue is not relavant only for your tenant.

@nandic sorry to say that when I click on the green 'Submit a ticket' button at the top of the page, it just takes me to my home Power BI page and the 'Help' panel appears - but there's no submit a ticket. They do have 'Submit an idea' which takes me back to here!
No wonder they only have a handful of bug reports!

Just to confirm it is a bug. At least, it seems like that.
Regarding bugs, i've seen that Jeroen ter Jeerdt, Power BI product manager is active on Linkedin (https://www.linkedin.com/in/jeroenterheerdt/).
He frequently comments things like this.
