I know the thread is old, but if you still have the same question for a newer version, then you can access this by flipping the switch from OFF to ON behind the color selection in 'Cell Elements'. It will show a popup with the options if you do.

Hi Team support,
Please help, the April version is missing the condition formatting detail can see below
Thanks
Hi @mbudis ,
What type of visual are you using? It seems to me that you are looking at a Column chart (looking at the print screen) and in this case if you have more than one measure or a legend in place you cannot do condittional formatting since each series will have it's own color. If you only have a single calculation then you are able to use the conditional formatting.

Check out my blog: Power BI em Portuguêshi @MFelix I use a stacked column chart, so how is the workaround to achieve that if let's say the legend is more than 2?
Thanks
I installed the latest version. And yet both the three dots from Data Color and the down arrow key next to the field in Values is still missing. WHy can't I find it or have it.
ThankYou

Check out my blog: Power BI em PortuguêsYou have to go into the formatting options for the card, then expand the Data label, Category, Title or Background options. then you will see the three dots on top of each other.
