I had date filter and selected date value should be compared against endorsement date for getting upto slected date records.Is there any possibility.

If I understand your question correctly, you can achieve this by creating a measure that filters the data based on the selected date value and the endorsement date.
Measure =
CALCULATE (
SUM ( Table1[Value] ),
Table1[Endorsement Date] <= MAX ( Table1[Selected Date] )
)

I dont need any aggreagte function like sum of table[value] I need Logical conditional check between measure and column.
Endorsement date here is calculated column where as selected date is a measure.
