Thanks for raising this. At present Power BI does not provide a direct option to draw a full X-axis line across a column chart. The “Axis line” setting in the Format pane will only control the tick line below the labels, and the Analytics pane allows constant lines only along the Y-axis. If you are looking for a proper horizontal baseline at the X-axis, the only available workaround is to manually add a line shape and align it with the bottom of the chart. I agree it would be useful to have this feature natively, so you may also consider submitting an idea in the Power BI Ideas forum for product improvement.

To add X-axis line by using 'Reference line', you may set it up with configurations as in below pictures.
Steps to Add X-axis Line:
Select the Visual → Click on your chart.
In the Visualizations pane, go to Format (paint roller icon).
Expand X-axis.
Look for Gridlines / Axis line option:
Turn Axis line = On.
You can adjust color and thickness of the line.
This will add a horizontal baseline along the X-axis.
