Zoom Setting not saving

Hello:

 

1) I have a pbix that has many different tabs. Some of them are old (approx a year old). The older tabs are set at zoom 60%. The new ones are set at 100%.  

2) I want to set the new tabs at 60% zoom. I tried repeatedly saving it but evertime I open the pbix the new tabs goes back to 100%. Why????

 

This is so annoying. Is there a fix.

I dont know what happened. I guess it fixed by it self. I did go to View and changed "Fit to Width." Not sure if that was causing it.

@samnaw , Also tried saving, I think best-fit zoom is saved to avoid scroll.

I tried "Fit to Page." Now, its saved as fit to page (13%), but I want it at 60% zoom level.
