I'm unsure about when should I use a slicer, and when use a filter pane.
Is there any general rules a guide or something about what is the best option?

If you have an active Connection between 2 Visuals (select Slicer --> Format-->Edit Interactions)
and filter i.e. a table, you can see that the slicer puts an "Visual Level Filter" to that target visual.
So a Filter is a Filter with different scopes,
A Slicer: Visualisation of a Filter.
It's mainly used to provide an easier and more convenient way to the end user to filter the visuals.
I use them to provide the end user an intuitive way to filter the "Main" Categories, i.e. Customer Types or similar.
Slicers can be applied to all visuals which have connections with,but for visual filter ,can only be filtered in one visual.
Last but not the least, measures can be put in filters,but cant be put in slicer.

My thoughts
What should go to filter pane
Anything which is kind of permanent in nature
1) Filter on the rank column
2) Measure filter at the visual level
3) Controlling the relative time
Anything which end-user needs should be available as a slicer (easily visible).
In the new version, we can allow filter pane to be always open. Means it can be given to the users
In general, I use the Filter pane for setting up the report, pages and visuals with filters that should not be changed by the end users. I use slicers for those elements in the report that I want to users to interact with.
I'm not the Power BI police so if you use them differently, that's OK.
