What's the purpose of combine content

Why isn't it removing the content, since it only needs metadata and not requiring storage of the data?

Who decides all these answers, are they even reliable? Can someone from Microsoft step up to this please?

The discussions explanations are extremely polarized. Some supports the answer itself and others may have a better explanation as to why the answer is incorrect. There's no proper reference to the right resource on the PowerBI learning content and that makes it extremely difficult to understand how it will be assessed.

Having said that, any answers to my main question on the content combination?

If you have a new idea for functionality or how something should work, you can certainly start a thread on the community to solicit feedback on your idea, but you should also post the idea in the ideas section of the website and solicit others to vote on your idea. The development teams use the Ideas area of the communities to build their development pipeline and a significant amount of weight is placed on Ideas that have lots of votes versus those that do not.
