I've recently been encountering this issue with the display and cannot use Power BI Desktop because of it. The whole visualization page is shifted to the upper left, making most of the workspace disappear out of window. Adjustments don't address it. I've tried restarting and uninstalling and reinstalling the application. None of this works. I've installed the latest version. No go. Is this a known issue that's being addressed? I don't want to use the web version, but it appears I have to until this is fixed.

What is the setting of your system?
This is my setting.
Please try to change the Advanced Scaling settings to "allow Windows to fix blurry apps". Please refer to https://www.addictivetips.com/windows-tips/fix-blurry-apps-scaling-windows-10/.
do you have a double screen or use multiple screens?
If so, Please refer to a similar thread: bug in Power Bi using multiple screens.

Changing to 100% resolved the issue. I was unable to follow the blurry apps steps for some reason (the advanced settings to do it simply weren't there), but if I see the notification pop up, I'll run through it.
This may seem like a simple issue, but I'm sure that I'm not the only one who's affected by this which makes Power BI inoperable, so thank you for helping to share the information to resolve it.
