Using a Measure as a row

Hi I need to count how often a measure occues in a data set and produce a graph

I want to count Colum C against colum M which is a measure

To produce a graph like this

I tried to attached the pbix file but can't see how, so email me at gabriel@adeptspace.com and I'll forward it
