I intended to customize the Usage Metrics Report,are there any workaround to this issue so that I keep my preffered layout but be able to refresh it daily?

I am not sure if you have read completely my question or not?! If not, I try to rephrase it. First, we all know that Usage Metrics Report is developed and deployed by Microsoft team and as users we have no control on this report. Second If I as a developer want to manipulate this report (which was developed by MS) I can not edit this nor change filters on this report! So, again I am a new user here and I know how to publish and pin reports/dashboards, but my questions is why I the data in my dashboard is not refreshed although it has a live connection to the MS usage metrics report which was created by MS team. Can you please reply it now?

Regarding the issue you raised, my solution is as follows:
Depending on your needs, you can try uploading the pbix file to the service, pin it as a dashboard, and schedule a refresh for its configuration, so that you can save the visual object layout of the page and keep the refresh.
Here are the detailed steps:
1.First upload the pbix to the workspace:
Publish from Power BI Desktop - Power BI | Microsoft Learn
2.Next pin the entire page into a dashboard:

3.Then refresh its configuration:

4.Finally, refresh on demand and check the refresh result:

I apologize for the confusion caused by my earlier response. I hope my reply will be more in line with your needs this time:
1.I found the following in the official documentation to establish a direct connection with the service directly from the desktop:

3.It is important to note that data updates can take up to 24 hours to complete, so if there is no update for a while, you may need to be patient. And when the usage metrics report is created, it is built on the original semantic model. If there are any changes to Power BI, this may corrupt the report copy.
