Power BI automatically updates WebView2 to the latest version as part of its current design, it is necessary that this can be avoided in order to maintain a platform with Webview2 controlled, that is why I suggest incorporating a parameter in the installation of Power BI that allows you to use the version of Webview2 that is installed, that generates a value in the machine register and does not update the Webview2.
