You need to check your network first, the error may be related to the network connection. Make sure that there are no firewalls, VPNs, or proxy settings that are blocking connections to the Power BI Dataflow Gen2 server. There may also be a mismatch between Transport Layer Security (TLS) or Secure Sockets Layer (SSL) settings. Make sure that Power BI Desktop and Server support the same TLS version. Your organization's InfoSec team needs to exclude certain IPs from SSL inspection. Check that your organization's VPN configuration excludes IPs for Power BI Dataflow Gen2 from SSL inspection. If you're using an on-premises data gateway, make sure it's set up and selected correctly. Sometimes, an incorrectly configured gateway can cause connectivity issues.

Try clearing permissions for an existing dataflow connection in Power BI Desktop. Go to File -> Options and Settings -> Data Source Settings and clear permissions for the dataflow connection.
