Is there a way I can get the a table matrix row to display as 0 when blank, when it comes from SQL and is not a measure?

Here are a few suggestions:
SQL:
SELECT
ISNULL(Value, 0) AS Value
...
Measure:
Measure = SUM(Table[Value])+0

As mwegener's suggestion, you can create measure like DAX "Measure = SUM(Table[Value])+0 ", you can also create measure like DAX below.
MEASURE = IF ( ISBLANK ( SUM ( 'Table'[Sales] ) ), 0, SUM ( 'Table'[Sales] ) )
